Support for formulation of the Indian version of “EC Guideline”
India has been planning to introduce the “EC Guideline” proven in Japan as a policy for promoting energy conservation in its industrial sector. Under the instruction and financial support of the Ministry of Economy, Trade and Industry (METI), the Energy Conservation Center, Japan (ECCJ) has been supporting formulation of an Indian version of the “EC Guideline” based on an agreement at a Japan-India energy conservation working group held in May.
In order to introduce the EC Guideline into the industrial sector, India organized a Steering Committee under the Bureau of Energy Efficiency (BEE) of India and is currently formulating the Indian version of the “EC Guideline”. The ECCJ was engaged in the following activities as an FY2017 project in order to support formulation of the Indian EC Guideline.
(1) Dispatch of experts to the first Steering Committee meeting on Sep. 21, 2017
Consisting of the representatives from the Federation of Indian Chambers of Commerce and Industry (FICCI), Bureau of Indian Standards (BIS), Central Electricity Authority of India (CEA), and other industrial organization as committee members, the first Steering Committee meeting was held. The ECCJ dispatched experts to participate as an observer.
(2) Dispatch of experts to an Interactive Session on Nov. 24, 2017
In order to hear opinions from a wide range of general businesses and industrial organizations as to introduction of the Indian version of the “EC Guideline”, an Interactive Session on Draft Energy Conservation Guideline sponsored by the BEE was held at the Hotel Claridges in New Delhi. The ECCJ participated as an observer and outlined the Japanese EC Guideline.
(3) Training in Japan from Jan. 15 to 19, 2018
In order to review a working draft of the Indian version of the “EC Guideline” together with Japanese experts, the ECCJ held a workshop in Japan. It was participated by the energy management experts (totally 17 of them) of the Bureau of Energy Efficiency (BEE) of India, industry-related organizations and private businesses representing the Indian industries and active discussions were held with the Japanese experts.
(4) Dispatch of experts to a Round Table Discussion on Feb. 26, 2018
In order to hear opinions from businesses, industrial organizations, etc. as to the working draft of the Indian version of the “EC Guideline”, which was corrected based on the results of the workshop in Japan, a Round Table Discussion on Draft Energy Conservation Guideline sponsored by the BEE was held at the India Habitat Centre in New Delhi. The ECCJ dispatched experts to outline the Japanese EC Guideline and report the details of the January training in Japan.
