The general assembly calls up ― On the matters related to energy and environmental policy, the session focuses on the draft revision of Building Energy conservation the Ministry of Construction Law and the revision draft of the CFC Emission Mitigation Act
The 198th General Assembly was convened on January 28th. The show period is 150 days until June 26. The government plans to submit a total of 58 bills, including the ones related to energy and environmental policy, the draft bill on the revision of “Building Energy efficiency Act” prepared by MLIT (Ministry of Land Infrastructures, Transportation and Tourism) and the Draft revision to the CFC Emission Control Act causing global warming prepared by MOE (Ministry of the Environment). These two bills were decided by the Cabinet Meeting on February 15.
In light of the unified local election in April and the election of the House of Councilors this summer, the government minimize the number of the submissions as much as possible. The revised “Building Energy Efficiency Act” prepared by MLIT expands the scope of new houses and buildings to conform to the energy saving standards. New medium-sized buildings (total floor area of 300m2 or more and less than 2,000m2) are added.
Expand the target of top runner system for housing that promotes energy conservation in sale detached houses to ordered detached houses and rental apartments where major house makers undertake construction.
