Enforcing the revised Electricity Business Act on Mar. 20, 2023; Small-scale renewable energy also subject to laws and regulations

On Nov. 25, a cabinet order was approved by the cabinet to enforce the Revised Electricity Business Act, which has newly stipulated “electric facilities for small-scale business”, etc., on Mar. 20, 2023. Positioning small-scale solar power and wind power generation facilities as the “electric facilities for small-scale business”, they are subject to obligation to maintain conformance to the technological standards, notification of basic information and self-confirmation before use. Also, a new system will start, which allows a private “registered conformance check body” with technological knowledge to confirm conformance instead of technological standard conformance check of wind power generation facilities by the government.

On the same day, a cabinet order was approved by the cabinet to partly revise the Order for Enforcement of the Electricians Act, officially deciding introduction of “CBT (Computer Based Testing)”, which allows examinees to answer in the PC screen, on the date of testing after April 2023. Convenience of applicants will be improved and electric safety inspection personnel will be secured by developing an environment which allows examinees to take an examination at their desired timing.
