Implementation of the (First) Energy Conservation support project for Cambodia and Lao PDR

Under the instruction and financial support of the Ministry of Economy, Trade and Industry (METI), the Energy Conservation Center, Japan (ECCJ) implemented a support project for development of the energy conservation act and related systems in Cambodia and Lao PDR in August to September 2017 by dispatching the experts for the first time this fiscal year as to the following topics for promoting energy conservation in both countries.
(1) Confirmation of the progress of the approval process of the energy conservation policies and draft for ministerial ordinances
(2) Workshops for the procedures for drafting the incidental systems related to energy conservation and specific operations
(3) Procedural understanding of the market research methods and testing required for considering the systems

In Cambodia, about 20 technical working group members participated from the Ministry of Industry, Mines and Energy, Institute of Technology of Cambodia, etc., who are directly associated with system development. We confirmed the progress of the approval process of the National Energy Efficiency Policy, Strategy and Action Plan finalized in FY2016 and discussed finalizing the draft for the S&L system formulated in the FY2016 activities. We also conducted a research on a trial basis for understanding the actual building data and management status required for considering an energy management system.
In Lao PDR, about 20 persons participated from the Electricite du Laos, National University of Laos, Lao National Chamber of Commerce and Industry, etc. in addition to a technical working group consisting of those concerned from the related ministries, including Ministry of Energy and Mines in charge of development of the energy conservation systems. The government is working toward the approval in FY2017 of the draft for the energy conservation ordinance by the prime minister formulated in FY2016. For development of the energy conservation-related systems, the first workshop focused on launching development of the S&L system by helping participants understand the system components and the development procedures, conducting the field survey of the Lao PDR market required for launching (on a trial basis), etc. The technical working group will conduct an additional field survey of more than 25 stores for obtaining and analyzing sufficient information required for setting the guidelines.
