Implementation of Energy Conservation support project (follow-up visit of the First Workshop) for Lao PDR

he Energy Conservation Center, Japan (ECCJ) implemented a follow-up visit to Lao PDR in October 2018 to confirm the progress in Lao PDR for preparing the legal systems since the holding of the First Workshop in August of the same year and to provide support for the work.
The themes this time were as follows.

(1) Finalization of the draft for the prime ministerial decree on energy conservation and confirmation of the progress of the approval process

(2) Confirmation of the progress of the S&L system preparations based on the discussions held at the First Workshop

(3) Provision of support for building a system to promote the speeding up of the energy manager system preparation

The meetings held during this follow-up visit were participated in by 20 persons, including representatives from the Ministry of Energy and Mines (MEM), other related ministries, and from universities. The meetings included a lecture on the methods of creating the draft for S&L system regulations, study on the structural elements of the energy manager system, and revisions to the draft for the prime ministerial decree. Particularly with regard to the energy manager system preparation, a Stakeholder Meeting was held extending invitations as far as to representatives from the private sector in an aim to develop a promotion system.

Regarding the S&L system preparations, improvements were made to the five-stage standard levels of the rate table and descriptions on the energy label. The first proposal of the S&L system regulations text was created, and agreement was reached regarding improvements in line with the actual situation in Lao PDR. It is aimed to finalize this at the Second Workshop that will be held in December.

With regard to the promotion of preparations for the energy manager system, a Stakeholder Meeting was held, where it was confirmed that a model project, which was proposed by ECCJ and will consist of related persons in industry, government and academia, will be formed.
At the Second Workshop, it is planned to hold a kick-off meeting that will also be attended by five cooperating companies.

○Regarding the draft for the prime ministerial decree on energy conservation, revisions were made based on opinions received from the related ministries. ECCJ also made proposals for improvements. It is planned to enter the approval process again after the final proposal is confirmed by Japan.
