Training in Japan on Top Runner Program for Kazakhstan mission on 19th and 20th December 2019

 Background

In 2017, The Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan (hereinafter – the Ministry), in cooperation with the United Nations Development Program in Kazakhstan, with financial  support from  the  Global Environmental  Facility,  launched  project

«Energy Efficient Standards, Certification, and Labelling for Appliances and Equipment in Kazakhstan» (hereinafter – the Project).

The Project aims to transform the Kazakhstani market for higher use of energy efficient household appliances and equipment. The Project will also work on development and operation of a register of household appliances and equipment that comply with relevant standards and energy efficiency requirements, as well as on developing national voluntary labeling system.

Labelling system along with the register, increase confidence of the population in the purchased equipment and confidence in indication of the energy efficiency classes, as well as confirm that the labelled devices have an average energy consumption of 20-30% less than their analogues of equal functionality.

As part of promoting energy efficiency labeling of household appliances and equipment in Kazakhstan, the Project plans to provide methodological support to interested organizations and conduct thematic seminars and trainings.

 Objective

In this regard to the objective above, this year, we plan to conduct a study tour to Japan for experience exchange and practical acquaintance with the methodology and infrastructure used for developing and operating the TOP RUNNER register of household appliances and equipment. This will provide an opportunity for Kazakhstani specialists to familiarize themselves with the general situation in the world and the main trends in policies development for labeling the energy efficiency of household appliances and equipment, as well as further constructive cooperation between our countries.

It is expected, that during the study tour, participants and experts will conduct a review of standards, rules, regulations and other documents on development and operation of the register of household appliances and equipment in Japan with a focus on adaptation opportunities in Kazakhstan.

Based on the above, the mission seeks ECCJ’s support in joint conduction of the training on practical acquaintance with the methodology and infrastructure for developing and operating the TOP RUNNER Program of household appliances and equipment.

 Target Trainees

Representatives of the ministries of Kazakhstan, authorized organizations in the field of standardization and labeling, UNDP industry experts.
