ECCJ held the 1st online workshop AJEEP Scheme 4 program for ASEAN countries in FY2023

Under the instruction and financial support of the Agency for Natural Resources and Energy (ANRE), the Energy Conservation Center, Japan (ECCJ) held the first online workshop as the third part of the AJEEP Scheme 4 program in the FY2023 EE&C capacity building project for ASEAN countries on Wednesday, January 24, 2024. The workshop, which related to items including the Common Standard Module for ASEAN certified energy managers, targeted energy conservation policy and system-related representatives from the governments of the 10 ASEAN countries.
1. Objectives
The AJEEP Scheme 4 program, which started from the previous fiscal year, intends to formulate the ASEAN Common Standard Module (CSM) and provide technical support for developing the Sustainable ASEAN Energy Manager Certification Scheme (SAEMAS). In the current fiscal year as the second year of the program, it is planned to determine and create the contents of the CSM, and to create the draft Advanced Module (AM) configulation and Mutual Recognition Arrangement (MRA) guideline proposal. To accomplish this, visits were made three times during October to the five related countries and ECAP30 invited training was held in November. Based on these results, it was planned to hold a workshop (WS) two times involving a working group (WG) consisting of the persons responsible for government policy in each ASEAN country, in order to exchange and share information regarding further considerations and progress made. The first workshop held this time took place in an online format. In addition to reviewing the training contents and operations relating to CSM which were discussed during the ECAP30 training and making proposals and holding discussions concerning the future selection plans for Energy Management Professionals (EMP) and others, the draft AM together with the MRA guideline consideration contents were shared.
A total of 18 persons participated in the workshop, comprising 12 persons centered on policy makers from the ASEAN countries as the working group in addition to six persons from the ASEAN Centre for Energy (ACE). Ten representatives from ECCJ also took part in the workshop.
3. Outline of the workshop and results
(1) Confirmation of the situation for realizing finalization of the text contents in the CSM, and proposing and discussing a review of the evaluation criteria
(2) Identification and discussion of issues regarding the operation of the CSM based on the discussions held during the ECAP30 training
(3) Certification promotion plans and discussions regarding Energy Management Professional (EMP) and others
(4) Sharing and discussing the draft AM and the MRA guideline draft
(5) Lively discussions and exchanges of information were held, and it is planned to consider the items which may be influential going forward.
(6) At the second workshop which will be held next time on February 22, it is planned that the contents described above will be further reconsidered and finalized after conducting discussions.
