FY2025 ANRE supplementary budget proposal / Three pillars to support energy-saving and non-fossil fuel conversion equipment

On December 11, 2025, the Ministry of Economy, Trade and Industry (METI) and the Agency for Natural Resources and Energy (ANRE) presented an energy-saving support package within this fiscal year’s supplementary budget proposal. For businesses, the pillars are “Support for Introducing Energy-Saving and Non-Fossil Fuel Conversion Equipment” and “Energy-Saving Diagnostics,” aiming to ensure steady progress in energy conservation.

This was presented at the Energy Conservation Subcommittee meeting of the Subcommittee on Energy Conservation and New Energy under the Council for Energy and Resources Survey held on the same day. Support for introducing energy-saving and non-fossil fuel conversion equipment will proceed based on three pillars: ① Strengthening support per equipment unit, ② Enhancing collaboration within the supply chain, and ③ Promoting the introduction of hydrogen-compatible equipment.

① For point ①, a new category, “GX Type III,” will be created to further expand the adoption of highly energy-efficient equipment. Support will be strengthened for energy-saving equipment significantly exceeding conventional support levels (top performance category). Measures include increasing subsidy rates and expanding the scope of support for new installations.

② involves multiple companies collaborating across the supply chain, from upstream to downstream, to create individual energy-saving plans. Support for equipment renewal based on these plans will be provided when a certain level is achieved. ③ includes both new construction and retrofitting of hydrogen-compatible equipment in the subsidy scope. For renewals, concurrent use with pre-renewal equipment will be permitted.

Regarding energy-saving diagnostics, the Energy Saving and Regional Partnership will collaborate with regional financial institutions and energy-saving support organizations to encourage SMEs to utilize these diagnostics. Furthermore, a matching platform will be established to connect companies capable of proposing energy-saving solutions.
