ANRE to issue recommendations to business operators with no non-fossil electricity usage under the Energy Conservation Act

Regarding the energy transition in the industrial sector and other sectors under the Energy Conservation Act, the Agency for Natural Resources and Energy (ANRE) of the Ministry of Economy, Trade and Industry (METI) proposed on June 26 introducing measures, including recommendations, for business operators that have not yet established an implementation framework for the energy transition. Business operators whose target and actual usage rate of non-fossil electricity is 0% are expected to be covered, with the aim of raising the overall usage rate of non-fossil electricity by boosting the areas where progress has been lagging.

It was proposed at the energy conservation subcommittee of the Advisory Committee for Natural Resources and Energy (an advisory body to the METI).
Going forward, details of the system will be discussed at the WG on Classification Standards for Plants and Other Facilities, which operates under the subcommittee.

ANRE reported on the actual usage and target rate of non-fossil electricity for specific business operators at the meeting. The usage rate, on a weighted average basis, increased from 29% as reported in FY2024 to 34% in FY2025.The target rate for FY2030 has been increasing from 40% to 42% on the same basis. For business operators with especially high energy consumption that set usage standards of non-fossil electricity by the government.

Going forward, ANRE will strengthen measures targeting business operators that report 0% usage of non-fossil electricity. It also plans to step up awareness efforts regarding the system that allows the unsold portion of FIT (Feed-in Tariff) non-fossil certificates to be factored into the calculation of the non-fossil electricity usage ratio.
